    note:

    value : (name, url, left, top, width, height, toolbar, menubar, statusbar, scrollbar, resizable)
    ex : ('win', 'http://www.mozaks.com', 0, 0, 500, 400, 0, 0, 0, 0, 1)

    name = window name (any)
    url = win link
    left = set the 'X' positin of the win
    right = set the 'Y' positin of the win
    width = set thw win width
    height = set the win height
    toolbar = 0 : no, 1 : yes
    menubar = 0 : no, 1 : yes
    statusbar = 0 : no, 1 : yes
    scrollbar = 0 : no, 1 : yes
    resizable = 0 : no, 1 : yes

    your link should be like this:
    <a href="java script: open_window('win', 'http://www.mozaks.com', 0, 0, 500, 400, 0, 0, 0, 1, 1)" target="_self">(with scrollbar & resizable)</a>
