For those to be self-employed using PayPal, it is tough for living, if PayPal freezes the account without reasons.
no wonder most people adviced me to start withdraw your money from PayPal even though it's only 10 usd
not to be a bad guy or something but u seriously have little chances on recovering your account.. this is paypal so called "official way of terminating your account".. there's hundreds of thousands of people who had the same fate of you (if not hundred thousands, then maybe thousands).. paypal even has its own h8 group website.. search in google for paypal sucks
EDIT: No one can sue them because in their TOS thingy, they said that all complaints/files should be made under California state (or some other state's) law.. and trust me.. they have a whole section of attorney just for them to enjoy

I think only louiss can answer on what business he was doing that made PayPal say it is risky. All he said was that he put the wrong bank account number. We don't know all the facts that caused this problem.
They have given you 2 options. If you cannot use option 1, then you got no choice but option 2. This thread was started almost 3 months ago, so I guess if you wait another 3 months, you can use option 2. But ou should ask them how you will receive your money with option 2.
